什么是国际标准？为何对进出口企业重要？
国际标准是由ISO、IEC、ITU和食品法典委员会等机构通过协商一致制定的文件，规定产品、过程和管理体系的要求、试验方法或指南。WTO《TBT协定》和《SPS协定》鼓励各国以国际标准为技术法规的基础，因此它是买卖双方的“共同语言”。
- 标准是自愿性的，但被技术法规、合同或客户引用时即具有约束力。
- 认证（如ISO 9001）由独立认证机构颁发，ISO本身不发证。
- 在越南，许多国际标准被转化为TCVN；技术法规QCVN才是强制性文件。
- 标准文本受版权保护——请向发布机构或国家标准机构购买正式版本。
